Key responsibilities: > Develop & Model: Build and maintain complex cost models across the full programme lifecycle. > Analyse & Advise: Perform scenario analysis, sensitivity testing, and cost-driver assessments. > Forecast & Control: Monitor cost performance, update forecasts, and support cost control actions. > Engage & Influence: Present cost insights to senior stakeholders, justifying assumptions and methodologies. > Assure & Govern: Ensure cost models meet internal, industry, and audit standards with clear documentation. Required qualifications to be successful in this role: ~Proven experience in cost modelling, cost estimating, and financial analysis for complex programmes, projects, or portfolios. ~Strong understanding of cost estimation methodologies, including parametric, analogous, bottom-up, and lifecycle costing techniques. ~Experience developing and maintaining complex cost models using tools such as Microsoft Excel, Power BI, Python, or specialist cost-estimating software. ~Ability to perform scenario analysis, sensitivity analysis, risk modelling, and cost-driver assessments to support decision-making. ~Knowledge of programme controls, including forecasting, budgeting, earned value management (EVM), cost performance monitoring, and variance analysis. ~Strong analytical and problem-solving skills with the ability to interpret large datasets and translate findings into actionable insights. ~Experience working within highly regulated, government, defence, aerospace, space, telecommunications, or critical infrastructure environments. ~Ability to communicate complex cost assumptions, methodologies, and recommendations to senior stakeholders and non-financial audiences. ~Understanding of governance, assurance, audit requirements, and cost model documentation standards. ~Excellent stakeholder management skills with experience collaborating across engineering, project management, finance, procurement, and commercial teams. ~Strong written and verbal communication skills, including the preparation of reports, business cases, and executive-level presentations. ~Experience supporting investment appraisal, business case development, affordability assessments, and strategic planning activities. ~Australian Government security clearance eligibility (or ability to obtain and maintain clearance), where required. Define schema designs, partitioning approaches, file layouts, data types, indexing considerations, and storage patterns that support performance, scalability, and cost efficiency. Validate model implementation through complex SQL queries, PySpark notebooks, reconciliation checks, and data-quality controls. Review transformation logic and ETL/ELT pipelines to confirm alignment with approved data models and source-to-target specifications. Manage model changes, version control, schema evolution, dependencies, and impact assessments across upstream and downstream systems. Contribute to metadata management, data lineage, data classification, governance, privacy, retention, and security requirements. Facilitate modelling workshops and design reviews with architects, business analysts, product owners, engineering teams, and business subject-matter experts. Support testing, defect analysis, production issue resolution, performance tuning, audit requirements, and continuous model improvement. Establish and promote enterprise data-modelling standards, reusable patterns, naming conventions, and documentation practices. Required Skills: 8-15 years of overall IT experience, including at least 5 years in data modelling, data architecture, analytics engineering, or enterprise data-management roles.
